how to keep universal repositeries in synaptics?

In synaptics download manager how to keep the repositeries universal.
It is not downloading anything please solve this.
It is saying
  "E: Could not get lock /var/lib/apt/lists/lock - open (11: Resource temporarily unavailable)
E: Unable to lock directory /var/lib/apt/lists/
E: Could not get lock /var/lib/dpkg/lock - open (11: Resource temporarily unavailable)
E: Unable to lock the administration directory (/var/lib/dpkg/), is another process using it?"

The error messages above do not have any thing to do with universal repositories. They are shown whenever someone tries to start two package management programs at the same time, or tries to do package management activities without administrative privileges.

Please close all package management programs (synaptic, software center, update-manager, apt-get) and try again.

If you still have problems please tell exactly what command you have entered to receive the error messages.

(Also, please note that "Synaptic" is the name of a graphical package management utility, but "Synaptics" is the name of a kind of touchpad. Confusion can occur if they are used interchangeably.)
