Swift containers don't appear

Openstack juno on Ubuntu 14. I have a few user/project/container combinations that are running fine. I tried to add another user with its own project. No real problem. Now when I try to create a container, horizon says the container is created but it doesn't show up. If I try to create it from the command line of the controller node, using either the "swift put" or "swift upload" commands, the command complete without errors, but the "swift list" still shows no results. If I try to recreate the same container from Horizon, it says the container already exists. I am at a loss. I really need to get this new account setup. Any help would be appreciated.
