The correct procedure to request updates is to report a bug

For stackapplet go here:
https://bugs.launchpad.net/ubuntu/+source/stackapplet

and click report a bug.

Include details of what has changed and between the upstream version and the versions currently in Ubuntu also include if the update fixes bugs or adds new features and if know where the source for the updated version can be obtained.

Please note however that Ubuntu is not a rolling release so except to fix bugs and security issues it is rare for packages to be updated between issues. Reporting the bug will at least make the developers aware that the update is wanted.

Alternatively you may be able to find an external ppa where someone else has packaged it and install from there instead.
