squid3 fail to start at boot when acl requires dns

on a precise system runing bind9 for private local zones and squid3, squid3 fail to start when acl requires dns queries to bind9 which is not yet started

squid3: Bungled squid.conf line 958: acl dnshosts src host.mylocalzone

squid3 is started by upstart before bind9 (started by /etc/rc2.d/S15bind9)

is there a way to prevent this behaviour without a new /etc/rc2.d/job to start squid3 if it failed to start before...
