i want to create a offline cache (no internet) with squid-deb-proxy?

Actually I have written a code to make a offline repo with apt-cacher-ng apt-cacher-ng has a function to import packgaes

by this i copy existing packages from one vm to another vanila ubuntu vm and add these [ackages with _import approch to create index files and package pool is squid-deb-proxy has that kind of function?
