How can I change the sampling rate of Sound Recorder?

I need to record sound using sampling rate 16000Hz. But Ubuntu Sound Recorder records with sampling rate 22050Hz and I don't know how to change it.can somebody help me with this?

I think sound recorder use gstreamer default settings.

You could use audacity, as it allows you to choose sampling rate.

Can you help with this problem?
