Problem downloading from Software Center

I may have posted this problem incorrectly in another forum.

I can't download any programs with the "Software Centre"; I get the message "Not available int he current data". I just reformatted and reinstalled Ubuntu to see if there was an issue with the installation, but even on the fresh system i still get the error. I can't even download the restricted extras package.
Is it that the computer hardware is too old, it's an old Compaq Deskpro box and motherboard with a P2 prcoessor and 320Mb RAM? The box has no reset button and won't reset automatically through software prompts, I have to manually push the button to turn it off then on again. Could it be that the installation was compromised by that fact? I was able to run XP before, albeit slowly.
I'm very frustrated right now with my first forray into the Linux world. Can someone please help me? I really want to see this work properly.

i've read it has something to do with repositories, which you have to add (system-->administration-->software sources). I'm sorry for not having more information... still hope you find this at least a bit useful

It took a little bit of searching, but your hint pointed me in the right direction. The problem was that my resources server was pointed out of country. Under the Software Sources, in the first tab there is a downlaod from drop down. I chose Other, then I did an automatic search for a server. After that some updates were downloaded and now I am able to download programs and add-ons/pluggins.

Thanks for the feedback. I had that same problem when trying 9.10 liveCD, but couldn't find the actual solution.
