Login fails when trying to write a Review

When I attempt to write a review (yes I have the installed the app) a window opens, says it is logging in the say simply the login failed. I see not way to enter any kind of UN/PW information. Also, I don't know if this is related but I can not turn on Recommendations in the Software Center. I'm using Ubuntu 15.10, but I have had this problem with the past couple of versions.

I still have the issue and, I have no data to prove this, may be related to the fact that I can not turn on recommendations. The response, error, refers to inability to log-in. I have no idea what log-in it is referring to.
