Is "Sync between computers" works normally in Ubuntu 12.04.5 after shutting down Ubuntu One?

I have three machines with Ubuntu 12.04.5 amd64.
On all of them I have launched `software-center` and logged to my Ubuntu account (SSO).
After that I see all three machines in left side of window:
This computer ('pc1')
'pc2'
'pc3'
The "Last sync" message shows actual date (today's, some minutes before current time).
Let's assume that I'm on 'pc1'. The `software-center` applications are started on all three computers.
If I select 'pc2' or 'pc2' from the list I get only one line at right side:
* ‘{number} items on this computer not on “pc1”’

I expect too see two other lines too:
* ‘{number} items on “{name of other computer}” not on this computer’
* ‘{number} items on both computers'
So my questions are:
1. What should I do to get all three sync groups at right side?
2. Is Ubuntu Software Center / OneConf / whatever operates normally after shutting down the Ubuntu One service?
3. Where I can get actual documentation about `software-center` current functionality?
4. Is it possible to sync packages from PPAs on different machines?
