Menu bar Programs, Places and Accessories missing

I am a new Ubuntu/Linux user of 5 days. My brother uses nothing but Ubuntu. He has Programs, Places and Accessories in the menu bar. I do not. When I install a program. I can not find it. I am running 11.1. I upgraded to 12.04 and it did not have Programs, Places and Accessories in the menu bar so I reinstalled 11.10. HELP!??!

 gconftool --recursive-unset /apps/panel && killall gnome-panel
