to install softwares without internet connection

i want to install plugis,vlc media player etc, in my ubuntu 12.10 desktop.but i dont have any net connection .can any one help me

You will need a web connected PC and install the apps, you can then copy the deb files from /var/cache/apt/archives and transfer to the non-web accessible PC, if you need any packages, you will need to use the web accessible PC to download the packages needed, and any packages that those packages need, and so forth.

This is particularrly painful if the install is unupdated as the package versions will need to be upgraded to meet dependancies.
