Hi ,

users and groups permissions can managed via system settins > users accounts . You can add or delete a user.

If you want specific permissions on specific files or folders , you can open nautilus as administrator via terminal

=============
gksudo nautilus
=============

and you can change the permissions on specific file or folder by right click > properties > permissions.

BE CAREFULL on nautilus administrative open, because you will have access to sensitive system files and you can destroy your Ubuntu functionality.

You can use chmod and chown too. What do you actually want to achieve?

I think he want to have a GUI to change permission on a fine grade than admin / not admin.
