How do I use Ubuntu Defaults Builder?

I am new to creating my own system wide defaults for applications and settings. This means the settings that are set internally, not just in my home folder. So I want to learn how to use the defaults builder application but am unsure how to even invoke it. Can someone whom is knowlegeable help me?
