Software center recommendation

Ubuntu software center cannot receive recommendations..I am trying to turn on recommendations but its automatically turned off..

I have the same problem. I have two Ubuntu machines, one running Ubuntu 12.04 LTS which functions properly (i.e., I get recommendations) the other running Ubuntu 13.10 which exhibits the same behavior as described above in the original bug (?) report. 12.04 LTS is the 32bit version and 13.10 is the 64bit version.

Can you help with this problem?
