It's definitely there in 12.04:
Skype: VOIP and instant messaging client. Just open Software Center and type 'skype'

You need to enable the partner repo. Alternatively, grab the deb for your architecture on the skype site and install that.

If you run 64bit ubuntu you will be installing a lot of 32bit packages to satisfy dependencies

It didn't show up in software manager so I just went directly to skype.
