THere are several ways to do it. If you know what you want in advance, this is easiest, as the entire archive is very very large.

You can
1) Find a computer with an internet connection and the same version of ubuntu, and use AptOnCD to make CDs/DVDs with the packages you want.

If you don't know roughly what you want in advance, the "synaptic" program has a function "generate download script". You can choose what you want that way, then take it to another computer and grab the files that way, then install them that way. You can do the same thing with "apt-offline".

If you have a large network of computers with no internet access, and it is not possible to predict in advance, then you can simply download the entire archive (very large) and set up your own private repository. This will require a lot of downloading (but can be done elsewhere).

There used to be a program called "keryx" too, but their website appears to be dead (as in no updates for I don't know how long, because their current website doesn't seem to include timestamps..).

Can you help with this problem?
