Almost all non-windows OSs do not have multiple top-level paths. (eg C: D: etc ) this is a legacy problem from DOS. (A: and B: reserved for floppys, and the OS unable to handle mounting one filesystem inside another).

Rather, OSs use "/" as the top level device, and folders within that top level are used to access different drives.

Returning to your question, it is not clear why you want to do this. Whilst using multiple storage devices is possible, you cannot simply put programs in folders that they are not expecting, as program A might use some of program Bs features, and thus expects to find program A and all its associated files in a particular spot. By moving this, you would break this link.

Normally to use multiple drives, one either sets up separate partitions (eg for /home and one for /), or (more advanced) uses techniques like Logical Volume Management, where drives are split over multiple physical disks.
