installing a trasliteration package Azhagi from outside

I want to install a program called 'Azhagi' . It is a transliteration software and an open source software. It can be free-loaded from net. Can I install it in Ubuntu?

It is a windows application, so the answer is "maybe". The program can only be run under the windows compatibility program "wine". You would have to test it to find out. Some programs work flawlessly, others do not work at all, and most are somewhere in the middle. It depends upon what features the program uses, and what the wine developers have implemented.

I searched the wine compatibility database, but the program has no entry that I could find.

I would recommend downloading a trial version, if they offer one, then rating it in the wineDB
