LucidChart (http://www.lucidchart.com) is a online diagram/flowchart software that supports Microsoft Visio import, and there is a free version with some limited functionality.

You could also try LibreOffice Draw, which is completely free. Doesn't look like it supports Visio as of today, but there is a library which should handle this (libvisio).
According to http://libregraphicsworld.org/blog/entry/the-ultimate-quest-of-bringing-visio-support-to-libreoffice support for VSD-files should be available in LibreOffice 3.5, planned for February 8, 2012.

No, unfortunately the Visio vsd and vss files are a proprietary and undocumented file formats:

At the moment it appears that there is work in progress, and some workarounds. You should Google hard to find out what work is being done in this area.

there aren't any apps equivalent to visio. there are some that provide some functionaility of visio.
it all depends on what you want to do with visio.

Can you help with this problem?
