downloaded lidnids dev, a defrag tool

i've downloaded a defrag programme libnid dev but don't know how to use it? There's nothing to click on, or any indication what to do next,
i'm also not sure where it's downloaded to??
can anyone help please?

1) Its not a "defrag" tool, its a network packet reassembler; nothing to do with disks or filesystems.
2) its a development library -- you use it to write programs. It is not a program in and of itself.

Im not sure you want to use this.

Defrag not needed on Ubuntu.
