how to install a tar.gz file

i have a program freac an audio program that i want to install on ubuntu 10.4, and i do not known how.
 the file is a tar.gz

Can you specify the file?

Usually those files include a REAME file or an INSTALL file.

I took a look at the archive. It was not built very professional. Everything has been thrown together, libs, binary ...
If you want to use it, it is best to just but the file into a suitable folder and right-click → extract here. There will be a binary "freac" inside to run.
If you just need a program that extracts audio from CD, there are a lot of them in the Software center. A very simple but good working one is Sound Juicer. To find it enter "sound-juicer" in the search field.
