Open a Terminal from the menu Applications->Accessories->Terminal and type:

sudo dpkg --configure -a
sudo apt-get -f install
sudo apt-get --fix-missing install

give your user password when requested, you don't see nothing when you type it, then press enter.

Then to update/upgrade your system using terminal type:

sudo apt-get update
sudo apt-get dist-upgrade

Then if all goes ok to clean cached packages...
sudo apt-get clean
sudo apt-get update

Then to install skype try

sudo apt-get install skype

I have download skype direct from Skype.com and installed it using Ubuntu Software centre. Everything works fine now.
