Ok if you have software centre open, let it finish it's business or let updates finish. If neither are running then run:
sudo fuser -vki /var/lib/
Should help

Could you run command:

"dpkg: failed to open package info file `/var/lib/
E: Sub-process /usr/bin/dpkg returned an error code (2)"
I think this is telling you that dpkg is not reading since it wants to open the file in read/write mode and is unable. Common in a read-only livecd environment (aka booting from cd and 'trying').
"W: Failed to fetch cdrom://Ubuntu 10.10 _Maverick Meerkat_ - Release amd64 (20101007)
This is certainly telling you that it cannot properly read packages from the cd and suggests the correct tool to use for this purpose. Irrelevant, but again convincing me that it is trying to use packages from a CD-ROM.
"ubuntu@ubuntu:~$"
This is the default user in a livecd environment.
So if this is any help to y'all, it's going to be hard to upgrade a CD-ROM. Now you mentioned a SD card, perhaps its not mounted correctly or has a write-protect tab/lock on it.
Did you use Startup Disk Creator to make this?
Did you create reserved extra space on this device?
Sorry to step in, but thought this might help.
Cheers.
