Why snapd has a deb on ubuntu24.04 ?

I was told that snapd is also a snap.

But apt list --install | grep snapd show a 2.62 deb package exists.

What makes me confused is that

Snapd has been updated to 2.63 recently on ubuntu 24.04.

And now snapd process start from a new path, which is /snap/snapd/$Rev/usr/lib/snapd/snapd.

Which is different from old path, /usr/lib/snapd/snapd.

Does this mean that with 2.63 version i can safely remove the snapd deb package?
