Please activate the partner repository from System→Administration→Software sources

Confirm repository reload and install skype with Apllications→Ubuntu Software Center

https://help.ubuntu.com/community/Skype

Since Ubuntu 10.04 (Lucid Lynx), Skype is part of the Canonical partner repository. To install Skype add the Canonical Partner Repository and install Skype via the Software-Center or via the Terminal.

New to Ubuntu: read the Ubuntu Manual, it's very informative: http://ubuntu-manual.org/
Click on the "download Button" to download the latest PDF version.

Download from this website and install it from this website ( http://www.skype.com/intl/en/get-skype/on-your-computer/linux/post-download/ ) ...

after this go to

System -> Administration -> Software Sources click on 'other Software' tab -> click ok add button and add this line
http://download.skype.com/linux/repos/debian/
close it

And update your system.. thats all
