Will there finally be a Version 3 of singularity-container in Ubuntu 20.04 LTS and can we expect an update for Ubuntu 18.04 since version 2 is deprecated?

I suggest you report a bug stating that the version is dead.

Why didn't you look yourself on https://launchpad.net/ubuntu/+source/singularity-container

The development version Ubuntu focal currently provides singularity-container version 3.5.2+ds1-1

And for Ubuntu 18.04:
Ubuntu is no rolling release and version upgrades in older Ubuntu release are done only in specific cases, see FAQ #3037
End of support of a version could be a reason for an upgrade, can you please give a reference that version 2 is now unsupported?

It was recently mentioned in release notes 3.5.2 https://github.com/sylabs/singularity/releases/tag/v3.5.2 "Patches against prior versions"

"Even though 3.5.2 technically deprecates all previous open-source versions of Singularity, interested parties can find the patches to fix this specific issue at the following links..."

"Note - these prior versions of Singularity may be subject to additional security issues, addressed by further patches released previously. Please review the release history carefully before using a deprecated version of Singularity."
