You need iscan and iscan-data at the same version to be installed. They aren't in the ubuntu repositories. This page has links

The links in the taringa.net page are no more current, better try this:

open http://download.ebz.epson.net/dsc/search/01/search/?OSC=LX&productName=TX420W and click on the search button besides the product name. On the page that opens, click on the 'Donwload' button besides "Scanner Driver Linux - Ver. 2.29.3/1.28.0 - core package&data package", on the next page accept the license agreement, and finally scroll down to find the packages to install.

You need iscan-data_1.28.0-2_all.deb and iscan_2.29.3-1~usb0.1.ltdl7_i386.deb
Install the packages in the sequence iscan-data -> iscan.
