pluged in new scanner..program sees it won't scan, then unplugged, pluged in previously recognized scanner... program doesn't see scanner?

Have you tried restarting simple-scan? See https://bugs.launchpad.net/ubuntu/+source/simple-scan/+bug/499416 if that helps

thanks Michael,
problem is solved.
I did reboot with scanner unplugged, plugged in scanner ... all is well
