A scanned document is a picture. Just ONE picture. Even though it may contain text it is still ONE picture.

You could:
1) Resize the picture and put the text under/over etc
2) Use OCR (Optical Character Recognition) software to convert it to a text document
3) Use something like Gimp where the scanned document is Layer 1 and the text is Layer 2...
