How do I ask Shotwell to filter for pictures with no tags?

You need Shotwell 0.10 or better.

1. Create a new Saved Search (Ctrl-S or Edit->New Search.)
2. In the criteria row, select "Tag" "is not set."
3. (Optional) Enter a name for your search.
4. Hit OK

You'll now have a new entry on the sidebar for your new saved search, which contains all untagged photos.
