I am Trying to export picture from Shotwell into picasa
I've got the error Publishing error: Unable to resolve https://www.google.com/accounts/ClientLogin (error code 2)
I expect that the plugin does'nt use the network proxy

That's right: Shotwell can't publish through a network proxy. That's a known bug:
