Can't connect to Shellinabox using TLS1.3

I'm using the Ubuntu apt version of Shellinabox to expose a WebSSH terminal. Using Ubuntu 18.04, it appears to default to TLS 1.2 and works fine. However, on 18.10, recent browsers (e.g. Chrome 73) attempt to use TLS 1.3 and connecting to shellinabox results in ERR_EMPTY_RESPONSE.

Forcing Chrome to use only TLS 1.2 works.

This has been confirmed by a FreeBSD user, and it appears they have a fix related to the build config:

I'm not familiar enough with that side of things to know if this would resolve the issue on Ubuntu. Is this an Ubuntu packaging bug or a problem with shellinabox itself?
