pam.d file for groupmems missing from passwd

I've noticed that groupmems prompts me for a password, even when I invoke it with sudo.

Others have noted the same: https://unix.stackexchange.com/questions/533260/why-does-groupmems-command-ask-for-a-password-even-when-executed-as-root and https://askubuntu.com/questions/1048210/groupmems-asks-for-password-for-root. The latter post solves this problem by creating a file that is already part of the shadow package: https://github.com/shadow-maint/shadow/blob/master/etc/pam.d/groupmems

Shouldn't this file ( https://github.com/shadow-maint/shadow/blob/master/etc/pam.d/groupmems) be included in the passwd package, with the groupmems binary?
