Password not recognised problem reports

Administrator password is not recognised for sending automated system problem reports or for running system-config-samba. I am sure I fixed this before but I can not remember how, I have switched on reporting in System,Privacy,Diagnostics although the "tick" seems to disappear after closing Privacy.

i tried that article but i cannot get the shift key to work on getting to that screen. what else can i do?
