hacker controls my administrator account

I have been fighting a serious hacker and thought perhaps ubuntu would help.

I loaded the software, but before i could even get finished looking around for the controls, the hackers had taken over the super user account, set up blocks and had control of my computer.

How do I load this software and limit the use to one single user... me?

i suggest you chroot using live cd and you can set your password.

i suggest you just reinstall and restore data from backup
