Error when decrypting PGP key

Why YouNeedMyName
"The GPGME library returned an unexpected error at gpafiledecrypto
The error was:
"General error"
This is either an installation problem or a bug in GPA.
GPA will now try to recover from this error.
Any fixes? this happens when I put any public key from anyone... but if I encrypt one myself then I can decrypt it with no problems.
I have not tried to reinstall yet.
