This question was originally filed as bug #865428.

This may appear as a bug to you, but this is expected behavior. I am converting this to a question for someone to answer

As far as the wireless network passwords go, they are saved in a keyring. When you login, you are asked to unlock this keyring which has access to your wireless network passwords. Once it is unlocked, then the system searches through the wireless networks available to you and if you have a password for any of them (in an order defined elsewhere in the system).
