How long HDF5 problem with save, open and ATOMS will exist in Debian and Ubuntu?

Dear Debian, Ubuntu and Scilab maintainers/developers!

I'm completely out of understanding why and how this may happen.
The most comprehensive and useful mathematical package - Scilab - the diamond of scientific software - is partially broken in all newest versions of Ubuntu (starting from Ubuntu 18.04 LTS) and Debian (starting from 9).

This software is very popular in scientific and educational areas.

But currently it is impossible to save list of variables with `save()` and to load them with `load()`. Moreover the ATOMS system is broken too.
The bug is reported, but there is no reaction here and on Debian BTS.

What else do you need? How can I help? Do you confirm this bug?

I understand that this software is a bit complex, but I'm kindly ready to help with testing ...
