why not in debian?

Why not we contribute this package to debian which is the upstream of ubuntu, so that other debian derivatives can also benefit from this contribution?

Furthermore, there was once a ITP bug for this package in debian which can be seen in,

I mean all ubuntu packages should be merged back to debian, as suggested in,

btw: I'm not this is the right place to ask question like this for individual package.
If not, where is the right place?

If you'd like to request that a specific package be added into Debian, you should file an "RFP" ("Request for Package") by sending a properly-formatted email as detailed here:
