Now that we (Thorsten) just talked (better wrote) about it,
it got promoted to -updates and will land there in a few hours.
So I would say that in a few hours (latest tomorrow) you can also get it via the normal update process, means:
sudo apt update
sudo apt full-upgrade # or selectively # sudo apt install s390-tools
