how to install libruby1.8 as .deb?

My Ubuntu cannot connect Internet. And, to install ruby, I need libruby.
So I downloaded it from http://packages.ubuntu.com/en/precise/i386/libruby1.8/download
then put the deb file onto Ubuntu and dpkg -i it.
Then I tried apt-get install ruby to check its dependency and it shows, libruby1.8:i386 will be removed and libruby1.8 is still needed.

Oh, I should use amd64 deb instead of i386.

Why are you manually downloading debs that are in therror repository anyway? You can install it with apt-get or Software centre. ....
