Trying to understand how packages get release.

I am trying to understand the package version and release times on launchpad.

I am trying to install ruby-build, but the latest current version I see is 20161225.

That is what I see if I do:

apt show ruby-build

But on this page:

https://launchpad.net/ubuntu/+source/ruby-build

I see that there is another version that is in active development The Bionic Beaver (active development)

How long or is there a specific date that this will become the new version.

My question is specific for this package but also general because I am trying to understand the process of the package management.

Twice a year a new Ubuntu release is issued.
Each one has a number code (year and month) as well as a codename.

Bionic Beaver will be the next version of Ubuntu, to be published in April 2018.

New versions of packages like ruby-build usually are only provided with a new Ubuntu release, and for older Ubuntu releases the packages usually stay at the version which was the current ("stable") one at the time when the Ubuntu release was published.
Package updates are done only for specific packages (kernel, firefox, ...) or in case that there are severe bugs or important functional enhancements.
