please step by step instru ction to install driver for rtl on new hp laptop

Please provide more details:

Which release of Ubuntu do you want to install? Is Ubuntu already installed?

Have you tried the commands
sudo apt install build-essential linux-headers-generic
sudo apt install rtl8821ce-dkms

Run full updates too, whilst connected to the wired connection. It'll help
