1.4.8 is released, will this get integrated?

I suggest you report a bug. Packages a re not upgraded simply because new versions are out. If the bug and security fixes are significant it will be upgraded sooner rather than later.

Please remember, that new software versions are integrated into released Ubuntu version only if they are security fixes.
Other version might be available in future Ubuntu releases.

There may be a PPA. What is the output of:

lsb_release -a; uname -a

When creating a bug document to request an update you might mention that the homepage link on https://launchpad.net/rrdtool is outdated. The home page for that program now is http://oss.oetiker.ch/rrdtool/
