Fire up your Synaptics Package Manager (System->Administration->Synaptics Package Manager)
Search for lowlatency
Select the kernel version that best suits your need (I have no idea, you gave us no clue)
Click apply to install
After installation restart and select the low latency kernel from the boot menu

Cesare ,
thnx again ....... as for kernel choice .... I am wanting to use applications such as Rosegarden and similar midi /audio sequencers + effects and soft synths. My cpu is AMD64 x2 4400+ 2200mhz with 2 g of 3200 400 ram ......... is this the kind of info that would decide the best kernel for my needs ??? richard

Not really, we need to know what version of Ubuntu you are currently running.
If you want to use your PC mainly for music production, actually you could try ubuntu studio:

https://wiki.ubuntu.com/UbuntuStudio

but thats a complete reinstall.

Have you hooked it up to a midi player?
Otherwise you need to use something like Jackd (which is included in ubuntu studio).

This is the documentation included with the package which you should read:

/usr/share/doc/jackd/FAQ.gz
/usr/share/doc/jackd/README
/usr/share/doc/jackd/README.Debian
/usr/share/doc/jackd/examples/asound.rc
/usr/share/doc/jackd/user-howto.gz

these are the man pages:

jack_bufsize
jack_connect
jack_disconnect
jack_freewheel
jack_impulse_grabber
jack_load
jack_lsp
jack_metro
jack_monitor_client
jack_showtime
jack_simple_client
jack_transport
jack_unload
jackd
jackrec
