PLS files don't work in 13.04 Rhythmbox or Videos

When I upgraded to Ubuntu 13.04, I found that I no longer could stream radio stations (like KCSM) using PLS files. I could not get Rhythmbox to work, nor could I get Videos to work. However, Banshee works fine. What's going on here?

Which version did you upgrade from?
What steps did you take?

I upgraded from 12.10 to 13.04 (Quantal to Raring) using Software Updater. I started on this machine with 11.04 (Natty) on August 28, 2011 and have been updating to new versions as they become available ever since. Before the update, I could get streaming with my radio station (KCSM San Mateo, CA) working with Rhythmbox by using the Radio feature. That stopped working with 13.04. However, trial and error revealed that making Banshee the default for PLS files solved the problem. As I recall, Banshee was the default long ago, and then Rhythmbox became the default and Banshee stopped working on PLS files. Now, Rhythmbox has stopped working and Banshee is back!!!

I created a new user and encountered exactly the same difficulty. This is very repoducable.
