I have just discovered that you can do that in Audacity but it also changes the pitch.
According to http://audacity.sourceforge.net/onlinehelp-1.2/menu_effect.htm you can change the tempo which changes the speed without changing the pitch but that is not available with the Audacity supplied in Ubuntu 8.04. Is it out of date? If so how can I get the updated version for Ubuntu 8.04 ?

Ubuntu has the latest Audacity 1.3.4-beta but it doesnt have change the tempo. I downloaded an older version of Audacity v1.2.6 for windows which runs under Wine and has change the tempo so all is now okay. The beta version is probably not finished yet.
