redmine 5.0.4-5 MIGRATED to testing under development
Ubuntu copies their packaging from Debian to avoid duplicate packaging
It is not available on Jammy backports.
Version 5.0.2-2 is available for Ubuntu 22.10 Kinetic

At the publication date of Ubuntu 22.04 there was no version of redmine available that would work with the other packages available in Ubuntu 22.04. And it is not part of the Ubuntu strategy to introduce additional software after an Ubuntu release has been published. See also https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=969206

There is a redmine package in Ubuntu 22.10.

What you can try is manually installing the version for Ubuntu 22.10 on your Ubuntu 22.04 system. This can work well, but may also fail because of dependencies that cannot be fulfilled.
