Why in packages there are no localisation files?

There are, like "openoffice-l10n-XX" or "language-pack-gnome-XX-base".
If you want a package localised in your language, install it and then go to System -> Admin -> Language support.

In packages of localisation files for the qutIM are absent.
I checked packages language-pack-ru, language-pack-ru-base, language-pack-gnome-ru, language-pack-gnome-ru-base, language-pack-kde-ru, language-pack-kde-ru-base, kde-l10n-ru.

As adviced go to the system>admin<language support and install support for desired language.Reboot and you should see all apps in your language.If you want keyboard layout to work on your language then system>preferences>keyboard and select your language as default.

Как еще объяснить, что ни в самом пакете qutIM, ни в пакетах русской локализации этих файлов нет?

Thanks for helping me, but I have no problem with input method.

Problem with qutIM package. In Ubuntu repository there are no locale files for this program.
