What extra commands are used for Quagga?

The Quagga website mentions only three commands (./configure , make and make install) for installing Quagga but Ubuntu installation uses an extra debian.tar which is a kind of patch on the original one. So what are the extra commands that have been used to install Quagga other than the above three?

sudo apt-get update
sudo apt-get install quagga

That's clearly what we do to install Quagga but my question is why is there an addition of Debian package to the original Quagga package.
Look at this https://launchpad.net/ubuntu/+source/quagga/1.1.1-3 where there is an additional Debian package.

If you look at the Debian package there are patches and modifications to the original Quagga package. Why is that done? How to do it for some other Quagga version?

The apt-get actually installs quagga services in /etc/init.d which is the work of Debian package but not from the source package. So I am asking why is that done and how are you guys doing it?
